Technically, the Emperor was always head of state, but realistically it was the dictators who controlled everything, as the military had a ridiculous amount power. In most cases, the Shogun (or later just the head of the armed forces) was the warlord with the most power and influence, and they directed most government policy, while the Emperor served as a figurehead who legitimized the power of the Shogun and served as a nationalistic/cultural unifier. I went with dictatorial although imperial might work better although I’m unsure to be honest.ĭepends on the era, but the Sengoku Era, the Meiji Era, and Imperial Japan would all fit Dictatorial. I usually take a look into the slave market after I start a war, and usually during the war theres more frequent slaves on the market- likely meaning the opposing empire is selling slaves - so my point is, you get better over time, just try and enjoy and maybe challenge yourself once a while. I find that the AI is stronger early game as the game gets complex over time, so the early ai has a better chance, theres so much less to screw up :) but eventually they go into a deficit and start selling all their pops - and that crashes the economy even worse. Last time I asked my brother (who knows nothing about the game) to make up an empire for shits and giggles, and I played with that very poorly optimized empire in RP, and it still turned out alright. Though I admit, I've played quite a lot in captain, and I only recently managed to truly learn the game after I played in ironman mode.
